Announcement on Further Standardizing the Management of Bonded Warehouses and Export Supervision Warehouses
Recently, the General Administration of Customs (GACC) issued Announcement No. 75 of 2023, aimed at further standardizing the management of bonded warehouses and export supervision warehouses (collectively referred to as "Two Warehouses"). This announcement has been in effect since July 1, 2023.
I. Layout Requirements: Scientific Planning and Need-Based Establishment
Customs will implement dynamic management of "Two Warehouses," optimizing existing facilities and controlling new additions:
- Scientific Planning: Support modern logistics enterprises with standardized management and sophisticated information systems.
- Strategic Layout: Coordinate development with Comprehensive Bonded Zones and Bonded Logistics Centers to avoid homogenous competition.
- Dynamic Management: New warehouses will not be supported in areas with low utilization rates, encouraging rational establishment and cancellation.
II. Operational Standards: Strengthening Process Monitoring
- Arrival Confirmation Management: Except for bulk commodities and liquid cargo, enterprises must submit arrival confirmation release forms via the Jinguan II system within 24 hours after actual entry or exit.
- Removal Time Limits: Goods that have cleared customs should ideally be removed within 20 days. Extensions can be granted in special cases but shall not exceed 3 months in total.
- Cancellation Procedures: Before applying for cancellation, all goods must be cleared (e.g., through tax payment or re-export), and all relevant documents must be written off.
III. Setting Standards: Hardware and Software Upgrades
New "Two Warehouses" must be built strictly according to the "Setting Standards for Bonded Warehouses and Export Supervision Warehouses."
- Rectification Grace Period: Warehouses established before July 1, 2023, that do not meet the standards must complete rectification by June 30, 2025.
- Consequences: Failure to comply by the deadline will result in the non-renewal of the warehouse registration certificate.
