Announcement on Optimizing Classification Supervision of Warehoused Goods in Comprehensive Bonded Zones

Recently, the General Administration of Customs (GACC) issued an announcement on optimizing the classification supervision of warehoused goods by status in Comprehensive Bonded Zones (Announcement No. 185 of 2023). This initiative aims to implement the comprehensive reform for high-quality development of Comprehensive Bonded Zones and support "In-zone Direct Transfer" business. The full text is as follows:

I. What is "In-zone Direct Transfer"?

"In-zone Direct Transfer" refers to a management model where non-bonded goods under classification supervision are declared as bonded warehoused goods, or bonded goods are requested to remain in the zone under classification supervision after customs procedures. This allows for direct updates to customs account books upon completion of declaration, without requiring physical movement through the gate.

II. Requirements for Enterprises:

1. Dedicated Inspection Area: Establish a physically isolated "waiting area" with full-coverage video surveillance (3-month storage). Only relevant goods may be stored in this area.
2. Compliant WMS: Use a computer warehouse management system (WMS) that meets customs requirements, capable of tracking cargo status and locations, and managing bonded and non-bonded goods separately.

III. Operational Workflow:

1. Manifest Declaration: Before transfer, declare a bonded verification list via the Jinguan II system with the type "In-zone Direct Transfer."
2. Cargo Storage: Move goods to the "waiting area" after approval. Goods must not be moved until customs procedures are completed.
3. Customs Declaration: File the declaration and corresponding release forms in the Jinguan II system, noting "In-zone Direct Transfer" in the remarks.
4. Customs Notification: Inform Customs promptly after filing.
5. Inspection and Release: Any required physical inspections are conducted within the "waiting area."
6. Status Conversion: Move goods to the appropriate storage area after the status change is finalized.

This announcement takes effect on the date of publication.
